Are the sampled PDFs image-only?
Answer: Never
Score: 2
Notes:
Are the sampled PDFs locked (secured)?
Answer: Never
Score: 2
Notes: Although none are locked, there are two pdfs that consist principally of charts. Those ones when you try to copy and paste the text, the text pastes as formulas rather than as the actual text as it appears in the chart.
Are the sampled PDFs fully searchable?
Answer: Sometimes
Score: 1
Notes: I sampled ten pdfs. Eight were fully searchable. The remaining two consisted of charts. In one, only the footer was searchable. In the other, the header and footer were both searchable, as were the notes at the bottom of the document.
Are alternative descriptions provided?
Answer: Sometimes
Score: 1
Notes: Seven out of ten pdfs failed the Figures alternate text. The other three passed.

Are list and table structure correct?
Answer: Sometimes
Score: 1
Notes: All Lists passed the test. Three documents had issues with tables. In all three cases, they failed the Regularity test. In addition, one of the documents failed the Headers test. The other seven pdfs all passed the check.
Does the Read Out Loud function read the PDF in a logical way, preserving the order of the text and various sections?
Answer: Sometimes
Score: 1
Notes: Some of the pdfs read perfectly. There were pdfs with tables where the ROL function read straight down the column instead of across, and others where it read across the table. There was a pdf with a diagram of a tire across the page where it read across the top line of different points, and then jumped from the points surrounding the tire to reading the text on the tire (see attached file), which was very confusing. In this example, it also didn't read the header and started in on the first line below the title. There were other charts where it seemed to be reading text that wasn't there - probably relating to the formulas mentioned in the previous section when discussing extractable pdfs. There were diagrams where it read the word FRONT which was written vertically as F-R-O-N-T and then didn't read any of the other text associated with the diagram.
Does the Read out Loud function avoid problematic elements such as excessive blank spaces read as “blank”?
Answer: Always
Score: 2
Notes:
Are the controls consistent and effective for navigating through the document?
