Can the purpose of each link be determined from the link text, or from the link text together with its surrounding context?

Notes: Most of the links are well-labelled. If the link can be seen, the purpose can be determined. The problem lies with images that are not clearly links, which also do not have alt text. Even sighted people might not realize that a given image is a link. For example, on the "send us your video" page, there are three instructional boxes in red, the first two of which are static, and the third is a link to the form to send with a video. Likewise, one of the links from the home page to "visit the calm room" is a banner that does not have a high contrast border with the background.
Can keyboard focus be moved to all page elements?

Notes: The hotline page (as accessed by button from the home page left menu) has a list followed by buttons, but the keyboard focus does not find the buttons. In content pages, the tab button does not find images and/or videos that are beside the text in the central column (You have to click a mouse inside the pane first, and then you can tab to the remainder of the content in the central column).
If moving keyboard focus away from a component requires more than arrow or tab keys, is this clearly indicated on the page?
