Can the purpose of each link can be determined from the link text, or from the link text together with its surrounding context?

Notes: I find that the circular icons in the navigation bar, the ? and the + symbols, are hard to understand the purpose of unless a user rests the cursor on the button for the label to appear.
Can keyboard focus be moved to all page elements?
Answer: Sometimes

Notes: The only exception is when trying to filter results. Individual selected filters can be removed one at a time, but the clear all button is only accessible with a mouse.
If moving keyboard focus away from a component requires more than arrow or tab keys, is this clearly indicated on the page?
